The Constitution of The Associated Students of Mesa Community College
-Adopted September 23, 2025-
PREAMBLE
We, the students of Mesa Community College, to promote student representation, academic excellence, leadership development, and community engagement, hereby establish this Constitution as the governing framework for the Associated Students of Mesa Community College, an official Student Government of the Maricopa County Community College District.
ARTICLE I: NAME
SECTION 1
The official name of this organization shall be the Associated Students of Mesa Community College (hereafter referred to as “ASMCC”), a recognized student government of the Maricopa County Community College District.
ARTICLE II: PURPOSE
SECTION 1
The primary purposes of this organization shall be to:
- Represent and advocate for the interests and welfare of the students of Mesa Community College (hereafter referred to as “MCC”) to the college administration, faculty, and the community
- Promote and maintain a democratic system of governance that fosters transparency, inclusivity, and accountability in the pursuit of accurate representation
- Support the intellectual, social, cultural, and leadership development of all ASMCC members
- Facilitate proper communication among ASMCC members related to the business of the Executive Board and its Principal Organs as defined in this Constitution and each campuses’ Bylaws
- Empower ASMCC members to enrich their campus life via the decision-making processes of the Executive Board and its Principal Organs, highlighted in each campuses’ Bylaws
ARTICLE III: PRINCIPAL ORGANS
SECTION 1
ASMCC operates under the immediate oversight of the Student Life & Leadership Department at both the Southern and Dobson and Red Mountain campuses, and within the broader administrative framework of each campus
SECTION 2
Oversight is exercised through administrative departments and offices as designated by the College President, which may include, but are not limited to, Academic Affairs, Student Affairs, and Administrative Services
ARTICLE IV: MEMBERSHIP
SECTION 1
A member of ASMCC is defined as any student enrolled in one (1) or more credit hours at MCC
SECTION 2
All members of ASMCC shall have the right to vote in ASMCC general and special elections, and participate in ASMCC programs and activities
SECTION 3
Membership shall not be denied based on age, race, color, religion, sex, sexual orientation, gender identity or expression, national origin, disability, medical condition, ancestry, marital status, or citizenship
ARTICLE V: EXECUTIVE BOARD
SECTION 1
The Executive Board shall consist of elected and appointed officers as defined in each campuses’ Bylaws
SECTION 2
The Executive Board shall be responsible for the leadership, coordination, and execution of ASMCC programs and activities, overseeing the Student Senate, and engaging in regular collaboration with the College Administration
SECTION 3
Eligibility, terms of office, and how officers are elected or appointed to the Executive Board shall be determined in each campuses’ Bylaws
ARTICLE VI: STUDENT SENATE
SECTION 1
The legislative and fiscal authority of ASMCC shall be vested in the Student Senate, and shall have the power to:
- Enact legislation representing the interests of the student body
- Resolve budgetary matters
- Propose amendments to this Constitution and its campuses’ Bylaws
SECTION 2
The composition and voting membership for each campuses’ Student Senate shall be defined in each campuses’ Bylaws
SECTION 3
Regulations for the Student Senate, including but not limited to meeting schedules, quorum requirements, and attendance policies, shall be outlined in each campuses’ Bylaws
ARTICLE VII: STUDENT CLUBS & SPECIAL INTEREST GROUPS
SECTION 1
Students of MCC shall have the right to form and join campus-sponsored clubs and special interest groups, subject to the recognition process established by each campuses' Principal Organs and their Bylaws
ARTICLE VIII: REFERENDUM AND INITIATIVE
SECTION 1
The Student Senate may refer matters of significant importance to the ASMCC membership for decision by referendum, executed by the initiative process, as highlighted in this Constitution
SECTION 2
Any ASMCC member may propose legislation or measures through the initiative process, subject to the procedures contained in the parliamentary authority of ASMCC, as highlighted in this Constitution
SECTION 3
ASMCC budgetary matters shall not be subject to referendum or initiative, unless specifically authorized by either campuses’ acting Principal Organs

ARTICLE IX: BYLAWS
SECTION 1
The Southern & Dobson and Red Mountain campuses shall each have their own separate Bylaws, which can provide additional rules and procedures for the governance of ASMCC at their respective campuses, consistent with this Constitution
- Bylaws may be enacted, amended, or repealed by each campuses’ Student Senate, as they see fit
- Only the respective campuses and their legislative authority can alter their Bylaws
ARTICLE X: AMENDMENTS
SECTION 1
Amendments to this Constitution shall be initiated by a two-thirds (2/3) majority vote on legislation created by the Student Senate of either campus, enabling dual-campus collaborative action
- Joint meetings consisting of both campuses’ Student Senates and other legislative authorities shall be held to discuss and vote on Constitutional amendments before additional legislation is passed on to the appropriate Principal Organ(s)
- Legislation containing Constitutional amendments must pass via a consensus document, confirmed by the Executive Boards of both campuses
SECTION 2
After passage in the combined Student Senate, at least one (1) Principal Organ from each campus must approve the legislation before taking effect
- Written and signed confirmation must be documented, stored, and made available upon request
ARTICLE XI: PARLIAMENTARY AUTHORITY
SECTION 1
The parliamentary rules contained in the most current edition of Robert’s Rules of Order, Newly Revised, as well as all future editions, shall govern ASMCC in all cases where they are applicable and not inconsistent with this Constitution or either campuses’ Bylaws
