Kelly Moeur, honorary consul general of Japan in Phoenix, received the Order of the Rising Sun, Gold Rays with Neck Ribbon, from Los Angeles-based Consul General Harry Horinouchi on Nov. 19 at the Japanese Friendship Garden in Phoenix.
