The Japanese government on Nov. 2 announced the recipients of its Fall 2015 Decorations. MCC professor Kelly Moeur, 64, of Tempe, Ariz. will receive the Order of the Rising Sun, Gold Rays with Neck Ribbon, for promoting exchange and friendly relations between the U.S. and Japan.
