In 221 B. C. Qin Shi Huang had united almost all of China (except for the southern most province). He declared himself Emperor of China and everything unique under heaven. He proclaimed that all feudal lords would obey his orders and pledged that he as Emperor would work for the benefit of all of the people and for prosperity of the nation. He also pledged to pay utmost attention to education of the people. It took his army with the "spirit of the tiger" 10 years to unite China through a series of conquests and military victories.

What is more is that Qin Shi Huang declared himself a god. For a child who had ascended the thrown of Qin at the age of 13, Qin Shi Huang now took a Mandate from Heaven as the authority to rule the most powerful kingdom in the world nearly 2,200 years ago. He was the first to unite China - a unity which was not to last but which was to be maintained through a succession of dynasties until the early 1900s when China forged a new political ideology.
